軍事遺產或是戰時產業遺跡，往往引發人們對戰爭中，各種殘酷事實的記憶，二次大戰期間，台灣的戰略位置，導致許多軍事措施受到盟軍慘烈的摧毀，成為戰爭意象的殘跡。當歐洲戰場上許多戰時軍事遺址、產業廠址，陸續被各國妥善保存，做了歷史紀念。日本海軍第六燃料廠煉油廠遺存建築群，不僅應視為新竹地區的歷史建築，更具有代表性及地方特色之文化資產價值。此案力求爭取全區保留為歷史與生態公園，，讓我們的下一代能夠藉此學習與成長。
